Chapter 1 - THUNDER FROM THE CLOUDSThe deafening roar of twin-engine Sikorsky CH-53 heavy-lift helicopters shattered the tranquil Cabo air, drowning out Victoria Hayes’s mocking laughter instantly. The sudden rotor wash whipped the ocean into a frenzy of whitecaps, creating a violent turbulence that instantly stalled the jet ski Victoria was driving.

Out on the horizon, three sleek, slate-gray Coast Guard cutters flanked by a heavily armored naval patrol boat sliced through the bay, their massive bow wake throwing sheets of salt spray into the air.
On the distant wooden dock, Julian Vance lowered his binoculars so fast they slipped from his fingers and shattered against the mahogany decking. The absolute colorlessness that flooded his face was a masterpiece of total, unadulterated terror. He looked from the oncoming armada of military might back toward the middle of the bay where my jet ski bobbed dangerously in the turbulent wake.
Back on the water, Victoria’s face went completely slack. The cold, triumphant smirk vanished, replaced by a wide-eyed, animalistic panic as a tactical inflatable boat dropped from the side of the nearest Coast Guard cutter, hitting the water with a heavy splash and surging toward us at sixty knots.
"Genevieve!"
My father’s voice wasn't coming through the tiny speaker of my tactical watch anymore. It was booming across the water from a high-decibel naval hailer mounted on the lead helicopter, carrying the absolute, uncompromising authority of a four-star admiral who had just found someone tampering with his most precious asset.
"Secure the perimeter!" Admiral Hector Sterling’s voice thundered across the bay. "Board the target craft! Arrest anyone attempting to flee, and get a trauma medic to my daughter immediately!"
Four combat-certified rescue swimmers hit the water in a coordinated splash, their black wetsuits and tactical gear cutting through the waves with terrifying efficiency. Within seconds, two of them were climbing onto my jet ski. Their movements were swift, precise, and entirely devoid of hesitation.
"Mrs. Vance, we have you," the lead medic said, his eyes scanning the pooling blood beneath me with a look of lethal concentration. He pulled a titanium rescue knife from his vest and sliced through the industrial zip-ties binding my wrists with a single, fluid motion. "Medic-One is inbound. Hang on, ma'am. You're safe now."
Across the water, Victoria was screaming hysterically as two naval officers boarded her jet ski, forcing her face down against the fiberglass and snapping heavy steel cuffs around her wrists.

As they hauled her upright, kicking and shrieking, I looked toward the dock. Julian was already running, desperately trying to bolt up the resort's private hillside path, but two armed military police officers intercepted him at the top of the stairs. They didn't bother asking for his name. They swept his legs out from under him, pressed his face into the dirt, and zip-tied his hands behind his back.
The game was over. The hunters had become the hunted. And as the medevac hoist lowered a sterile rescue basket from the belly of the helicopter, I closed my eyes against the pain, knowing that the empire Julian built on lies was about to burn to the ground.
